In 1978, the Central Health Education Unit was established to promote the concept of healthy living. The Hong Kong Council on Smoking and Health was set up in 1987 to collect and disseminate information on the hazards of consuming tobacco products and advise the government on issues of smoking and health.

Unlike the Anti Narcotics Campaign which delineates the devastating impact of drugs, the posters for the Anti Smoking Campaign depict images of the young and the healthy from a more relaxed and middle class background.
