On 26 December 1941, the Japanese Army established the Civil
Administration Department to carry out military control in
Hong Kong. On 29 February 1942, Hong Kong was announced as
the Japan's captured territory. The Governor's Office was
set up to replace the Civil Administration Department. Lieutenant
General Rensuke Isogai became the first Governor of the Captured
Territory. Under the Governor's command was the Chief Administrative
Officer, General Affairs Executive, the Heads of the Military
Police and the Defending Force, who were responsible for maintaining
social order. Reporting to the General Affairs Executive were
the Civil Affairs Bureau, the Financial Section, the Communications
Section, the Press Section, etc. The Governor's Office was
moved from the Peninsular Hotel to the Hongkong Bank Building.
